Mrs. Osborn was appointed by Mrs. Benjamin Harrison, President General, to organize the State of Illinois and to establish chapters for the Daughters of the American Revolution. Mrs. Osborn’s work was strictly organizational. As a resident of Washington, D.C. she spent a total of three weeks in Illinois.

Mrs. Osborn was born Effie Beulah Reeme, daughter of Josiah and Amanda (Yaeger) Reeme, natives of Pennsylvania who are listed in the 1860 Census as residents of Cincinnati. Josiah’s occupation was listed as commission merchant.
